Assam Chief Minister Dr. Himanta Biswa Sarma on Saturday attended the closing ceremony of the 150th anniversary of the Cachar District Bar Association.
Speaking on the occasion, Dr. Sarma highlighted the historical significance of the Indian judicial system, stating that India, as the mother of democracy, has judiciary which is one of its fundamental pillars. He acknowledged the contributions of key figures such as Mahatma Gandhi, Sardar Vallabhbhai Patel, Dr. B.R. Ambedkar, Rajendra Prasad, and others who used their legal expertise to mobilize public opinion against colonial rule. These visionary leaders were instrumental in shaping the legal and constitutional framework of independent India. He also noted that during the 1975 state of Emergency, Indian lawyers displayed exceptional bravery by steadfastly defending citizens’ rights and upholding the Constitution.
Underling India’s goal to create a legal system rooted in its cultural heritage and the ideals of the freedom struggle, the Chief Minister stated that under Prime Minister Narendra Modi’s leadership, India’s legal framework has undergone significant transformation with the introduction of the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA). Moving away from colonial legacies, these new legislations integrated forensic science and innovative technology to address contemporary needs, reflecting a renewed commitment to fairness, equity, and the protection of citizens’ rights, he added.
Dr. Sarma said that Assam has already implemented these landmark codes of justice. The police, courts, and bar associations have been actively working to enforce these laws. He further underscored the crucial role of lawyers in supporting judicial officers, particularly in cases of rape, assault on women etc. He pointed out that delays in justice lead to societal frustration, and addressing these delays would ensure more timely and effective justice for all.
Minister for Public Health Engineering, Jayanta Mallabaruah; Hon’ble Judge, Justice Kalyan Rai Surana; MLAs Dipayan Chakraborty, Kaushik Rai, Misbaul Haque Laskar, and other dignitaries were present in the event.
