CM launches online Learner License Facility from Home and mVahan with Fitness Everywhere App
Guwahati, September 3 (NKTV): In a bid to make the services of Transport Department more transparent and people friendly, Chief Minister Dr Himanta Biswa Sarma held a Review Meeting of District Transport Officers at Assam Administrative Staff College in Guwahati today.
While taking part in the meeting, the Chief Minister launched contactless online Learner License Facility from Home and mVahan with Fitness Everywhere App.
Developed by the National Informatics Centre (NIC), with launching of Aadhar-based contactless online learner’s licence test from home facility, the applicants will be able to get their Learner’s License sitting for a test from home using an Aadhaar-based authentication mechanism without visiting DTO office. However, those who do not have Aadhaar, can avail the advantage of the present system till 31st March, 2022.
On the other hand, mVahan app, also created by the National Informatics Centre is an android mobile based application for issuing vehicle fitness certificate of registered Transport vehicles. This application makes the vehicle’s fitness testing process easy and convenient for public besides reducing time to get fitness certificate for vehicles.
The Chief Minister during the meeting reviewed the functioning of the department, status of implementation of road safety protocols and revenue collection. Further, preliminary discussion on providing 18 services of the department through online system within May 10, 2022 was also discussed in the meeting.
Underlining the need for a paradigm shift in the Department, the Chief Minister urged the DTOs to develop more people friendly environment in their offices by introducing citizen centric services. He directed the department to make maximum services faceless and contactless so that people can avail them without coming to DTO offices.
Further, reviewing the road safety front, the Chief Minister emphasized on constant research to reduce the number of road accident related fatalities. He directed the DTOs to hold meeting with Police and Health Department officials in every 3 months to assess the road safety measures and carry out necessary interventions. He also asked the department to work for a new legislation incorporating stringent penal provisions for violators and safety enforcement measures.
The Transport Department in the meeting also exchanged an MoU with Ms. KD Iron and Steel Co. for registered vehicle scrapping facility. This project will be implemented with financial outlay of Rs 75 crores. As per the MoU, collection and dismantling centre would be developed at Moranjana, Rangia in Kamrup District for End of Life Vehicles.
Transport Minister Chandra Mohan Patowary, Principal Secretary to CM Samir Kumar Sinha, Principal Secretary Transport KK Dwivedi and Commissioner Transport Adil Khan was also present in the meeting.
